강릉시는 1. 해양실크로드 경제도시, 2. 4계절 스마트 관광도시, 3. 창의적 문화예술교육도시, 4. 활력 넘치는 농어업 생산도시, 5. 함께 누리는 복지도시 5가지의 시정 목표를 가지고, 시민 중심의 더 큰 강릉 실현을 추진하고 있다.

Gangneung City is located in the center of the eastern part of the Taebaek Mountains, the waist of the Korean Peninsula. It includes both coastal and mountainous areas, so it has both coastal and inland locational requirements, as well as excellent historical and cultural resources and abundant tourism resources. As a city of history, culture and education where advanced fashion and tradition live, a city of green growth, and a city hosting the 2018 Pyeongchang Winter Olympics ice game.

Gangneung City has 5 administrative goals: 1. Maritime Silk Road Economic City, 2. 4 Seasons Smart Tourism City, 3. Creative Culture and Arts Education City, 4. Vigorous Agricultural and Fishery Production City, 5. Welfare City to Enjoy Together, Citizen-centered is promoting the realization of a larger Gangneung.

  ITS : ITS는 지능형교통체계의 약자로 전자, 정보, 통신, 제어 등의 첨단기술을 교통인프라와 이동수단에 적용하여 교통정보 및 서비스를 제공하고 이를 활용함으로써 교통체계의 운영 및 관리를 과학화‧자동화하고, 교통의 효율성과 안전성을 향상시키는 교통체계를 말합니다.
  
  2026 강릉 ITS 세계총회: ITS 세계총회는 교통올림픽으로 불리우며 1994년 프랑스 파리에서 시작해 매년 아시아, 미주, 유럽을 순회하며 개최되는 지능형 교통시스템 분야의 세계 최대 전시회이자 국제컨벤션 행사입니다. 2021년 LA ITS 세계총회에서 2026년 세계총회 개최지로 선정되었으며, 전 세계 약 90개 국가에서 전문가 및 기업인 2만여 명, 일반 관람객 20만 명이 참가할 것으로 예상되며, 장관회의를 비롯하여 학술회의, 전시회, 최첨단 기술 시연 및 시찰, 비즈니스 마켓 등이 열리게 될 것입니다.

  An ITS and Smart City seems ideal in our journey to a future city. Considering cost and time, it is impossible to have a complete system in a big city. Therefore, all ITS technology demonstrations and tests have been shown only in exhibition halls of the big host cities since 1994. In this respect, as a smart & compact city, Gangneung allows more space and time so that people can enjoy the beautiful surroundings such as the blue sky, green mountains, and clean ocean and feel satisfied with their working environment through smart city infrastructures. Gangneung can be the role model of the ITS city to experience its effectiveness on all roads of the city
